What is the fastest way to get access to Spectres PH?

If I'm creating a new character and I want to get access to PH Spectres, what is the fastest way?

Which quests, NPC talks do I have to take?

To have access to spectres you have to walk to haunted house at Poh and on -1 you have Npc Strickten soul

You have to speak with him.

Hi - yes - yes - (your nickname)

After this you have access to Port hope, Darashia and Venore spectres.

Is there any level requirement?

I dont think so I made it on 100 lvl atleast, didnt tried on lower but i heard ppl running on bombs to level low lvl characters so i think there is no level limit.
