Which animation is linked to the demon outcast reducing paladin distance fighting skill?

Question

As the title says: When the demon outcast reduces paladin distance fighting skill, what is the animation?

Is it some kind of AOE spell? Single Target? How can I know that the Demon Outcast cast the spell and who is affected?

For example, when Walkers  Cast those Red Sparkles, it reduces all skills by quite a lot (40% - 50%)

Does the Demon Outcast have something similar to it?

A we can see Demon Outcast cast spell which looks like Flash arrow and explode as Green sparkles.

Its says on wikia that's a Flash arrow animation.
