Is there elf scout spawn place next to Carlin city?

Question

I was running to Ghostland and i meet on my way elf scout   as far as i know there is no elf scout spawn place next to city.

I wonder where he comes from.

Elf scouts (1-2) sometimes appear after killing White Deer(enraged and desperate version)

Be careful though, as two Elf Scouts might spawn to avenge its death. When the elves are summoned, it says: "The elves came too late to save the deer, however they might avenge it.
