I've seen this boots on the market, and I think those boots look so cute.   I've seen that  people are making buy offers, but in history I didn't see any completed transactions. 

• Is it possible to get them somehow? 
• Are there any stories which boss can drop this boots?

They can be seen in the Amazon Camp Treasure Room. The name, weight and armor came up when trading to the NPC Rashid and can be seen in the Market and Cyclopedia. It's still unknown how to obtain this item.
