How long is cooldown for make Dragon Throne? Is the same for Dragon Statue?

Question

We can exchange one Red piece of cloth  from NPC Cael  for Dragon Throne, but only when we will give him 12 Tomes of knowledge .  I did it many times with my character but today I tried to exchange and NPC refused me. Is there a special cooldown for this? How do I know when I can make a new throne?

Is the same for Dragon Statue?

Dragon Throne

Dragon Throne Kit  can be unpacked to receive a Dragon Throne  . This item can only be obtained once a month, and only by a character who has handed in 12 Tomes of Knowledge  to Cael .

Dragon Statue

There is no limit, you can change Red Lantern  for as much Dragon Statue  you want (One red lantern for one Dragon Statue Kit)

do you remember what time you have done last time Dragon Throne? Cool-downs are usually based on "Hour" times count down like:

Cael will only make  Dragon Throne Kit once per month for you if you give him Red Piece of Cloth. 

You have to give first to him 12  Tomes of Knowledge. You can find him Farmine, north of the steamship and armory, HERE 

Is the same for Dragon Statue? 

 It's not. You can get  without any limits for Red Lantern from  after you bring 11
