(apologies for not posting a screenshot, im away from my tibia computer)

When you open the market and search a specific item you can click on details of past buy (high, median and low) and sell (high, median and low) offers.

My question is are those completed transactions where the item and money were exchanged, or are they simply offers made?

They are transactions. Otherwise people could "increase/decrease" the prices just putting high/low offers and cancelling.

Agreed, only the completed transactions are mentioned in the details tab. It is also a summary of the last 30 days transactions.

For sure this info is considering all completed transictions if not would be very easy to manipulate market prices as Beix said, although you still have some players trolling offering items with prices totally out of the average price.
