In which cities I won't be able to find Holy Shrines?

I curious if I can teleport to Feyrist from every city. Are there any cities where I wont find holy shrines? -

You won't find Shrines in the following cities:

  • Roshamuul
  • Farmine
  • Krailos (I'm not sure if it qualifies as a "city" but it does have a depot, no temple tho)
  • Gray Beach
  • Issavi
  • Feyrist (obviously)

none of the cities in marapur, neither the hq of gnomes
