According to the tibia.com forum and Tibia Wiki  Pair of Nightmare Boots  can be dropped from one of three bosses 

• Vok the Freakish 
• Irgix the Flimsy
• Unaz the Mean 

I got them from the boss Irgix the Flimsy

Basic the bosses on Port hope.

They are pretty easy and also you can make your summon inside the boss room.

This pair of boots will be so cheap .-.
