Can I own more than one house?

i see the option system says own houses in plural thats why I ask, also I see peeple that bid for a house and they already have a rented house

Yep, with the new update Cipsoft has implemented some changes about houses.

For example now there are no beds in houses (you can buy it as any other furniture) and you can own up to 3 houses per account and on the same server at the same time.

Several Houses per Character per Game World

The restriction to only be able to rent one house per game world has been lifted. While the limit of three houses per account remains, you can now choose to rent more buildings on one world.

The answer is Yes you can own more than one house at the same world. The limit of three houses per account remains, what have been changed is that now you can own these three houses at the same world.
