Is this area in Yalahar trade quarter with the 2 bandits reachable?

The area im referring to is the room where there are two bandits 

North East from my current position, i tried to go to the roof and do exani hur down but it didnt work, tried to do exani hur up from the floor didnt work, there is a ladder and is on top of a canoe so my question is, is there a quest or way to reach this canoe to go to that room? is it related to the door on this question ? https://www.tibiaqa.com/36274/how-is-this-door-unlock-what-quest-do-you-need-to-complete-in-order-through or is it just a decorative room?

No, it's not. I've gotten a fiendish there few days ago, I couldn't do anything about it.

I even tried levitating down from the rooftop above it but not possible either.
