How late before a server save can nemesis boss spawn?

I've heard that maximum time is depending on how long boss can stay before puffing, is that true? For example:

* vampires stay for 8 hours before despawn, does it mean it can spawn maximum 8 hour before server save?

* poi bosses stay for 4 hours, does it mean it can not spawn if there is less then 4 hour left to server save?

@shawtay I have no idea for what you changed the title if content says clearly what im asking for. I ask on what time it can spawn maximum, not how long bosses stay after spawn.
