How runic mastery works?

Hello,

I just hit level 625 and unlocked runic mastery and I am wondering how does runic mastery works? It is 25% of increasing my magic level for 20% for runes that my voc can make but this 20% is from raw magic level or with items?

However, I'm quite sure he gave a misleading answer. By "base value", he most likely means your magic level with loyalty, excluding equipment, spells and food. Other percentage-based buffs in the game, such as utito tempo and utito tempo san, multiply your base skill including loyalty.
