As we know, fansites are always managed by a group of selected people to keep the "waters pumping", sometimes this isn't enough and the site stops its activity.
 

Does CipSoft keep fansites checked?
Do they read complaints about dumped sites and review them? or
Do they wait until a manager of the site reaches them? and
How much time do they wait to place a fansite item with Jorge so we can trade it for silver raid tokens?

How much time of inactivity has to have a fansite to be removed from the supported/promoted programme?

It depends of the status of the fansite, remember there are supported and promoted fansites. When your fansite is promoted you do have a "deadline" to be innactive, when you're supported, not really. I would say it also depends of the fansites' work for anything to happen. Usually when a fansite admin is inactive or is going to have a period of inactivity CipSoft knows it beforehand. Although, there's fansites (I.E: TibiaCubix) that has been inactive for years before being removed from the fansite programme.

CipSoft does keep a close eye on fansites and they read comments and take into consideration what the community has to say about a certain fansite, but the decision and determination of anything concerning the future of an official fansite is reserved to them exclusively, there's hardly any influence on what people might complain about a website unless these complaints are related to the fansite or any of its members breaking the rules or having an abussive behaviour. 


How much time do they wait to place a fansite item with Jorge so we can trade it for silver raid tokens?


And last but not least, there's gotta be a period of 5 years after leaving the fansite programme for the item of your ex-fansite to be implemented in-game as a replica.
