Is it only possible to discover Kharos during the Ferumbras raid?

I´m trying to finish the measuring tibia quest and I need Kharos to finish the Vandura area. But most of the island is inacessible 99% of the time.

no, you only need to travel to zoltan in edron, ask him for permission to enter the ferumbras citadel and now u will be able to join every part of this building, only remind that once you enter you will need to ask for permission again since this works just once.

And be careful there because where you enter, is not where you leave. I went there low level, there was a lot of demons, I freaked and took me some time to find the exit (I think is a hole in the lower or upper level, dont remember well).
