I've been researching the lore of some Npcs, and I can't find something that  talks about them being married, when, and how it happened, since both are from different cities. Are they really married?

Queen Eloise and King Tibianus are cousins (second degree blood related). There is a certain chance they are married, even though they are cousins. Intermarriages in royal families in medieval times were very popular - those were organised avoid royal family being polluted and keep riches within family. Considering that both would carry Banor's blood, it is something which could make them reconcile. Marriage finally is also a business pact and both would have benefited out of it. The contra argument is also easy to conclude- Eloise is the Queen of feminist City, and their objective is to be ruled by women only. Men could be used as a tool to achieve it - and i mean procreation without an official marriage ( to avoid of man being included in ruling the Carlin). 

The importance is that the title "Queen" does not need to mean that Eloise is married to anyone. Title Queen is given for female sovereign ruler or wife or widow of the king. It can be inherited from King (father) or Queen (mother). What's more, term can be more detailed in situation when you get this title by marring the king- then it is called "Queen consort". 1

No, they are not married… The Queen Eloise mother was exiled to carlin and she made Carlin independent from Thais

I would just add that it is wrong to assume that they are married just because they have title Queen and King. Following this path, will you assume that Percht Queen is his wife? What about King Chuck? Or we should straight away assume that Princess Lumelia is their daughter? When you exploring the lore do not assume, have open mind- analyse, connect and eliminate. :)
