The Fire-Fighter outfit is obtained as soon as you kill the Magma Bubble boss for the first time. This is the final boss of the Primal Ordeal Quest.
The same boss drops the items necessary for the addons, so those willing to get the full outfit will probably have to kill it several times (or buy the items from other players).
