Are the addon items for the Formal Dress Outfit reusable?

Hello,

My question is: are the new items: Brass button and Decorative plume possible to use by more than one player? Or, like the most of the items, they're consumed while used? I've heard they are not consumed, but doesn't sound usual for me. Anyone have any experience with them?

You are free to hand the items to somebody else for them to use
