If it is about fiendish monsters: No, it does not work with them. I noticed it is still 5 minutes of waiting after last kill of the mob. Also, they do not spawn as fiendish- they become fiendish on already spawned monsters, so it is individual game mechanism.
If it is about influenced monsters- Yes, it does. The influenced monsters respawn on the place of regular monster, therefore, if there is rapid respawn (more turn-over of the mobs), therefore, they should spawn more often. However, what I noticed, recently, I am meeting less influenced monsters than on the first day and second day, therefore, I suspect Cipsoft could reduced they spawning in game (I am guessing that first days there was more influenced monsters to encourage players to forge items so they can analyse the forging system).

Seems like a fun event with minimal impact on Tibia's economy.
While we don't plan a new event for such a case, the increased respawn rate during a rapid respawn event also benefits influenced creatures (not fiendish ones, however). 1
