Can I use Stone of Insight if I didn't participate in event at all this year?

Hey, as mentioned in the title - Am I allowed to use Stone of Insight if I did not take part in any stage of the event this year?

If so, how much time do I have for it in this case? Was it only as long as event is active, or untill 30th september?

Asking cause it's first time im in this kind of situation :D

If the servers kills Devovorga on the Rise of Devovorga, you can use the Stone of Insight (Until 30th september) even if you dont take part of the vent.
