All of fansites, which organize this kind of events can choose Yellow Rose as a reward in their contests.

This item you can find on the old contest's prizes list:

https://tibia.fandom.com/wiki/Contest_Prizes

All of the items that are listed here can be still given in the contests.

The recent example of contest with Yellow Rose as a reward:

And why this question get an downvote? To be honest, i think many of us see actuall system of voting is not perfect. We are trying to make this fansite better, searching for good questions and answers, then some trolls come to have fun and downvote. Feels unfair and makes our time wasted for nothing.
There should be atleast some description from person which downvotes... Or give us more points for upvote.

Yes! But it is not something fixed / exclusive of a determined fansite, you know? The prizes are varied and it is not always that a fansite who awarded a yellow rose in the previous contest will award it again in the next contest. What you should know is to always keep an eye on the last news on the official website there all contests in progress are released for players to participate. Here is a list of all the fansites of the game:

https://www.tibia.com/community/?subtopic=fansites

here you can find out more about the contests and stay in touch with upcoming events. They publish that there will be a contest to advertise to the players. On the official Tibia website it only appears when it is already in progress, ok?

In the link, which you gave we can not find out anything about the contests. It's only a list of all fansites and some info about them. What is more - announcements of the contests you can find in newstickers, not news.
