How can I get Dinky Moss Floret Garland?

Question

Someone threw it today in Liberty Bay, and I think it will look awesome as decoration in my garden.

How can I get it and where exactly I can find it? 

I know that some items we can get only once per day. Is it possible to get more of it?

You can find those flower in Oramond at Bandits:

Keep in mind that to access for the following place you should have 300 points:

On Bandits West you can find 4  dinky moss floret:

To get it you only have to click the Dinky Moss Floret on the wall.

Once you have collected the 4 flowers, all you have to do is using it one over one as follows:

Use one dinky moss floret over another dinky moss floret to get an interwoven moss florets:

 Once you got the interwoven moss florets use it one more time in one dinky moss floret and finally you will get one dinky moss floret garland.

You can pick up the dinky moss floret from wall every 5 mins.

the spoiler says that you can use the task only once - that's why I think you must be obliged to make more flowers before you are assigned a mission. you can also buy them at the market.

If we can buy it on the market then I think we can make more than just one. Is it possible for you to check it?

Unfortunately, I can't because I don't have points on oramond to do the previous mission. However, my friends say it's possible - it's just a cooldown to pick a flower. I don't know if this information is enough for you.
