The Council Certificate was awarded as a prize to the players who participated in the 2013 Hunting Grounds.

You see a council certificate.

It weighs 1.00 oz.

The following was inscribed on it:

Awarded to Player for being a valuable member of the Tibia Council - Hunting Grounds 2013.

I want to know if there is a way to obtain this item nowadays, buying or receiving tit as prize?

Not from cipsoft. Few days ago on Tibia trade forum smeone was looking for it. You can buy it only from few players.
