Can you trade with Ruprecht the whole year?

Will NPC Ruprecht (the Santa helper on Vega) trade with you the whole year or only during the Christmas season? With trade I mean exchanging christmas present bags for tokens and tokens for gifts.

You can exchange your christmas tokens to whole year!

There seems to be no limit if you have enough tokens and capacity.

You can exchange stolen presents for tokens and tokens for gifts the whole year. I just tested it myself.
