You will not spend points to kill lower tie tier bosses. You will be able to kill each boss once, except for the ones your character has already killed before. All you need to do is earn 100 Paw & Fur Points and complete at least 1 task of lvl 130+. Make sure to kill the lower tie tier bosses before spending your boss points on the lvl 130+ bosses.
