What are those icons while you resize the game window?

What are these icons? I click on them, but I don’t see any difference. It's during screen resize.

To be honest, I've never noticed any difference either. Maybe it depends on the monitor and resolution used. 

I'll quote the information that was given at the time they implemented this feature:

Added user interface options include the ability to resize the game window and chat feature for a better gameplay experience.

The new feature essentially doesn't change anything inside the window. However, when you resize the window by making it larger or smaller, everything inside will scale up or down or only a specific component will, depending on your preference.

From my understanding, you basically choose what you want to have priority when resizing: the game window, the chat or both.
